The inquiry was referred to the Parliamentary Joint Committee on Corporations and Financial Services on 30 October 2025. Its terms of reference include access to cover for public liability, professional indemnity, cyber threats and business interruption, as well as pricing and availability across regional and remote Australia and higher-risk industries. Insurance News reported that the committee has received more than 100 submissions and held six days of hearings across Sydney, Brisbane, Perth and Melbourne.
The extra four months does not mean reform has stalled permanently, but it does mean businesses should not expect immediate policy changes before their next renewal. Public liability concerns raised through the inquiry sit within a broader debate about legal costs, underwriting appetite, state taxes, disaster exposure, disclosure rules and the way commercial insurance treats smaller organisations. Those issues are complex, and any final recommendations would still need a government response before practical changes could flow through.
For small operators, the practical message is to keep renewal preparation active rather than waiting for Canberra. Businesses with customer visits, site work, event exposure, subcontractors, deliveries or venue obligations may benefit from reviewing how their risk profile is presented to insurers or brokers. Useful preparation can include:
The delayed report may eventually clarify whether lawmakers see a need for stronger protections, better data, targeted risk mitigation or changes to the commercial insurance framework. Until then, public liability cover remains a policy-by-policy issue shaped by occupation, turnover, claims history, location, contracts and insurer appetite. The inquiry delay is therefore less a reason to pause and more a reminder that insurance planning is an ongoing business discipline.
