The Australian Financial Complaints Authority’s latest reporting has again highlighted insurance as a major source of disputes, with claim delays, communication breakdowns and disagreements over policy outcomes remaining common pressure points.
For domestic and home service businesses, the message is practical: the strength of a policy is often tested not when it is bought, but when a claim is made.

Many small operators focus on premium cost because cash flow matters. That is understandable, especially for sole traders and family-run businesses managing tools, vehicles, subcontractors and client bookings. However, complaints trends show that affordability is only one part of the risk equation. A cheaper policy can still become expensive if exclusions are misunderstood, sums insured are too low, or evidence is missing when damage, theft or injury occurs.

Home service providers face a particular mix of exposures. Cleaners, gardeners, maintenance contractors, carers, pet service providers and mobile trades often work inside or around private homes. That can bring risks involving accidental property damage, personal injury, lost keys, damaged equipment or allegations that work was performed incorrectly. In that environment, public liability cover is only one part of a broader insurance picture.

The claims lesson is to keep records before anything goes wrong. Operators should retain job notes, photos, client instructions, invoices, equipment lists and incident details. If a dispute later emerges, clear records can help establish what happened, when it happened and whether the claim falls within the policy terms. This is especially important where several people are involved, such as subcontractors, casual staff or clients who gave verbal instructions on site.

Another issue is policy fit. A business that changes services, buys new equipment, stores stock at home, adds staff or starts working in higher-value homes may outgrow its original cover. Regular reviews can help identify whether business property, portable tools, professional indemnity, cyber, management liability or income protection should be considered alongside liability insurance.

For small operators, the best time to ask questions is before renewal and before accepting contract work with insurance conditions attached. If wording is unclear, seeking guidance from a licensed broker can help clarify exclusions, limits, excesses and disclosure duties.

The broader takeaway from ongoing complaints activity is not that claims disputes are inevitable. Rather, it is that preparation matters. Home service businesses that understand their obligations, document their work and review cover as their operations change are better placed to avoid stressful surprises when they need insurance most.
