A renewed industry push to reduce or remove state-based insurance taxes has put affordability back in the spotlight for Australian small businesses.
For domestic and home service operators, the issue is practical rather than political: when premiums rise, it becomes harder to maintain the cover needed to work safely in clients’ homes, meet contract requirements and protect tools, vehicles and income.

Insurance industry groups have continued to argue that taxes and levies added to premiums can discourage households and businesses from taking out appropriate cover. While these charges vary by state and product type, the concern is consistent: the higher the total cost of insurance, the greater the temptation for small operators to trim limits, remove optional sections, delay renewals or rely on personal policies that may not respond to business claims.

That matters in the home services sector because the risks are often close to the customer. A cleaner may accidentally damage flooring, a gardener may injure a visitor with equipment, or a repair worker may face an allegation that their advice or workmanship caused financial loss. Public liability, professional indemnity, business property, tool cover and business interruption protection can each play a role, depending on the work performed and how the business is structured.

This latest debate extends the earlier focus on premium affordability and reinforces a key point for sole traders and small teams: cheaper cover is not automatically better if it leaves critical gaps. A low premium may reflect a lower limit, broader exclusions, a higher excess, restricted occupations or conditions that are difficult to meet at claim time.

Home service operators should use the renewed affordability discussion as a prompt to review their own arrangements. Useful steps include:

  • checking whether business activities are correctly described on the policy schedule;
  • confirming that work performed at clients’ premises is covered;
  • reviewing public liability limits against contracts, council requirements or property manager expectations;
  • updating tool, equipment and stock values to reflect current replacement costs;
  • keeping written records of advice, client instructions and changes to business operations.

If premiums are becoming difficult to manage, the best response is usually to adjust cover carefully rather than cancel protection altogether. A broker or adviser can help compare options, explain trade-offs and identify whether excess changes, payment frequency, risk controls or revised sums insured may improve affordability without exposing the business to avoidable loss.

For now, the policy debate will continue. But for small domestic service businesses, the immediate lesson is clear: insurance costs should be managed actively, with attention to both price and protection.
